Portsmouth City Council Approves New Community Health Improvement Plan
PORTSMOUTH — The city’s Community Health Improvement Plan (CHIP) has recently received the seal of approval from the City Council and is now accessible at portsnh.co/CHIP.
The plan delineates priorities and strategies responsive to the health and wellness needs of both residents and workers in greater Portsmouth. The recommendations stem from a thorough community health profile compiled last year, alongside a health needs assessment conducted through interviews and focus groups involving local human services agencies.
Through this process, the CHIP highlights the community’s most vulnerable populations, particularly those most affected by the COVID-19 pandemic.
Identifying Key Vulnerable Groups
The plan identifies several key groups that are considered vulnerable. These include low-income veterans, individuals with disabilities, elderly and homebound seniors, youth, members of the LGBTQ+ community, BIPOC individuals, and others experiencing mental health issues. In-depth discussions have underscored six major challenges impacting these communities: healthy environments, housing issues, transportation barriers, food insecurity, mental health and social isolation, as well as substance misuse.

City Director of Public Health, Kim McNamara, remarked, ‘This plan aids in assessing the current demographics and the essential needs of the vulnerable populations left in the wake of the pandemic. It serves as a guide for city officials in promoting health and wellness through various initiatives encompassing housing, open space protection, conservation efforts, the citywide master plan, and the climate action plan. Preparing our community for resilience, equity, fairness, and inclusivity is essential before facing the next disaster.’
