Stepping Down: Indiana’s Medicaid Director Cora Steinmetz Resigns

Cora Steinmetz, Indiana’s Medicaid director, has announced her resignation which will take effect in early 2025. Her departure was confirmed by the Family and Social Services Administration (FSSA) on Friday. Steinmetz has held this position for less than two years, having been appointed in 2023.

During her tenure, Steinmetz was responsible for addressing a substantial $1 billion forecasting error within the Indiana Medicaid program that was highlighted last year to the State Budget Committee. This necessitated a range of strategies from changing forecasting methodologies to increasing transparency in services.

Advocates and lawmakers had raised concerns regarding the impact of some cost-containment strategies on home- and community-based services after Steinmetz’s direction during this turbulent period.

This week, she presented the latest Medicaid forecasting update, revealing that the measures implemented contributed to $348 million in estimated savings. However, the anticipated costs increased following the end of the federal public health emergency, leading to a net saving of only $85 million.

In her statement, Steinmetz remarked that her position was “a rewarding and challenging experience.” She expressed gratitude to the team for their collective efforts during unprecedented times, stating, “the agency is stronger and more resilient.”

Steinmetz is credited with guiding the implementation of Indiana’s new long-term care program, Pathways for Aging, designed to support Medicaid members over the age of 60 with a managed care model.
