The Food Safety and Standards Authority of India (FSSAI), the country’s premier food safety regulator, has classified packed drinking water under a “high-risk food category.” This decision raises crucial questions about the safety of one of the most widely consumed products in India.

According to a recent notification released on November 27, the regulation mandates that manufacturers of packaged drinking water undergo an annual inspection prior to being granted a license. This initiative aims to ensure that production facilities adhere to stringent safety measures.

Why This Classification?

The categorization as “high-risk” underscores the need for regular inspections of facilities involved in the preparation of such products. The FSSAI’s objective is to enhance vigilance and control over food safety.

This notification follows a previous amendment that removed the obligatory requirement of certification from the Bureau of Indian Standards (BIS) alongside the food safety license. The FSSAI stated, ‘It has been decided that packaged drinking water and mineral water will be treated under high-risk food categories.’ This is significant, as it establishes a clear framework for testing the safety of these products.

Understanding High-Risk Foods

The FSSAI classifies food items based on their risk of contamination to ensure that handling facilities receive regular scrutiny. Facilities associated with high-risk products are audited annually or every two years by accredited third-party inspectors. This applies to products such as dairy, meat, and prepared foods.

Safety Scores and Inspections

Manufacturers of high-risk products that score over 80% in audits may receive a one-year exemption from annual inspection requirements, reflecting an adherence to strict safety standards. The list of foods deemed high-risk includes dairy items, meat, fish, and certain processed foods.

Ensuring Food Safety

The FSSAI along with state food safety authorities conducts rigorous inspections year-round. This could involve inspections prior to license issuance, random surveillance audits, and follow-up inspections based on previous findings or public complaints.

Through these actions, the FSSAI hopes to bolster consumer confidence in the safety of packaged drinking water and other high-risk food items in India.
