Indianapolis Takes a Progressive Step in Mental Health Support
On December 11, 2024, Indianapolis is taking significant strides in addressing mental health crises. The city is expanding its innovative Clinician-Led Community Response program, which aims to offer timely assistance without police involvement.
A Groundbreaking Approach
This program is a collaboration between the City’s Office of Public Health and Safety and Stepping Stones Therapy Center. It pairs licensed behavioral health professionals with 911 dispatch, focusing on nonviolent emergencies, thereby reducing the need for police intervention.
Andrea Brown, director of operations for Stepping Stones Therapy Center, stated, ‘Meeting people in the community with accessible mental health services is monumental for the city of Indianapolis.’
Proven Success
According to city reports, the program has been successful in Downtown and East Indianapolis Metropolitan Police Department districts, expanding to 24/7 operations. This year alone, the team answered 925 calls, assisting approximately 650 individuals.
Despite some criticism suggesting that police involvement is necessary in all emergency situations, city officials maintain that this model allows police to focus on public safety while specialists address mental health calls.
Future Plans
The next phase of the program will launch this month, bringing services to the St. George Apartments near the north side. This rollout will extend mental health resources to an additional 192,000 residents.
Ron Gibson, a representative on the Indianapolis City-County Council, highlighted the personal impact of such programs, stating, ‘I know firsthand how important programs like this are.’ He emphasized that having experienced professionals respond during crises can ‘make all the difference in the world.’

The program not only offers crisis intervention and referrals but also focuses on long-term wellness. Supporters argue that this expansion enhances public safety throughout the city and builds trust within the community by directly addressing mental health needs.
